  • Engagement Director?? responsible for nationwide recruitment of delegates representing YADL. This position will oversee application intake and review and conduct interviews and selection as well as maintain relationships with alumni. This position reports to the VP for external affairs.

OPERATIONS

  • Development Director?? responsible for YADL?s fundraising efforts from corporate and foundation outreach, individual and online giving campaigns, and government grants. This position reports to the VP for Operations.
  • Finance Director?? responsible for YADL?s finance and accounting practices and will maintain and coordinate YADL?s budget and assist with the annual audit. This position reports to the VP for Operations.

PROGRAMS

  • Policy Director?? responsible for researching and ensuring YADL?s programs are relevant and aligned with American policy priorities and providing substantive background information to delegates representing YADL. This position reports to the VP for programs.
  • Events and Exchanges Director?? responsible for organizing and executing events that promote YADL?s programs in our target markets as well as oversee all logistics associated with exchanges and other YADL activities abroad. This position reports to the VP for programs.

Every position is a volunteer role: there is NO pay. ?It is difficult to estimate how much time investment each position will require. Some director roles have periods of intensity (engagement, policy, events and exchanges) while other director roles (policy, finance, communications, development) will require a sustained commitment.

Reyes is confident that continued growth will establish YADL as the preeminent organization for engaging young professionals in the United States in high-level experiential learning opportunities and substantive exchange programs. This will lead to more resources.

NEW DELHI (AP) ? A power grid failure blacked out northern India for hours Monday, halting trains, forcing hospitals and airports onto backup power and providing a dark, sweltering reminder of the nation's inability to meet its energy needs as it strives to be an economic power.

The Confederation of Indian Industry said the outage was a reminder of the urgent need for the government to fix the power sector, ensure a steady supply of coal for power plants and reform the electricity utilities.

Transmission and distribution losses in some states are as much as 50 percent because of theft and corruption by employees in the power industry. India's Central Electricity Authority reported power deficits of about 8 percent in recent months.

Power Minister Sushil Kumar Shinde deflected criticism, pointing out that the United States and Brazil also had huge power failures in recent years.

"I ask you to look at the power situation in other countries as well," he said.

The blackout, the worst to hit India in a decade, began about 2:30 a.m. when the grid covering eight northern states crashed. Officials in Uttar Pradesh, where the problem was believed to have begun, said the grid could not keep up with the huge demand for power in the hot summer.

But Shinde said he was not sure exactly what caused the collapse and had formed a committee to investigate.

The outage left millions sweltering in the summer heat. Muslim families were forced to eat their pre-dawn meals by candlelight before beginning their daytime Ramadan fast. "It was really difficult," said farmer Mohammed Zaman.

As officials struggled to get the grid back on line, they drew power from the neighboring eastern and western grids as well as hydroelectric power from the small neighboring mountain kingdom of Bhutan.

Shivpal Singh Yadav, the power minister in Uttar Pradesh, home to 200 million people, said that while demand during peak hours hits 11,000 megawatts, the state can only provide 9,000 megawatts.

Uttar Pradesh Power Corp. chief Avnish Awasthi blamed the grid collapse on states drawing more than their allotted power to meet the summer demand.

Reds continue to roll, win 10th straight

DENVER (AP) - Mat Latos felt the weight of the Cincinnati Reds' winning streak when he took the mound.

After getting roughed up by the first two batters he faced on Sunday, the big right-hander settled down and kept Cincinnati rolling.

Latos pitched eight strong innings, and Drew Stubbs homered to lift Cincinnati over the Colorado Rockies 7-2 and give the Reds their 10th straight win - their longest streak in 14 years.

The Reds also won 10 straight in 1998, and now they are two wins away from tying the franchise mark that has been done twice - most recently in 1957.

Cincinnati opened a three-game lead over Pittsburgh in NL Central, its biggest edge since mid-June.

"They're not going to go away, that's fairly obviously at this point," outfielder Jay Bruce said of the Pirates. "We have some series left with them, but anytime you can gain a game it's great."

Bruce also homered and Stubbs drove in three runs. Ryan Hanigan and Zack Cozart had two hits each for the Reds, who have won 17 of 19.

The Reds have swept four of five series since the All-Star break and they are a season-best 21 games above .500 (61-40). They have won nine straight road games, including all six on this just-completed trip.

"I'm always talking a perfect road trip and we finally had one," Reds manager Dusty Baker said.

Latos (9-3) didn't want to be the one to stop the Reds' momentum, and he rose to the challenge. He allowed four hits and struck out eight.

"A lot of pressure coming into the game knowing we won nine in a row, but I just attacked them," Latos said. "Today it was in the back of my mind, but it's baseball. Just play."

Things didn't start well. Latos walked Dexter Fowler on five pitches, and Josh Rutledge homered on the first pitch he saw from Latos to give the Rockies a 2-1 lead.

"It was a fastball away. It looked like I beat him but he got it up in the air and into a bad part of the ballpark where it flies out," Latos said.

It was the only bright spot for Colorado, which has lost three straight and nine of 11.

"Josh jumped on that first pitch fastball in the bottom of the first inning after Dexter drew a walk, and then that was it," Rockies manager Jim Tracy said.

The Reds took a 3-2 lead into the fifth, then broke it open against Jonathan Sanchez (0-2). Cozart led off with a single, and Stubbs hit his 12th home run.

One out later, Bruce hit his 20th homer into the second deck in right to make it 6-2 and chase Sanchez.

Sanchez, acquired from Kansas City for Jeremy Guthrie on July 20, didn't fare much better than the pitcher he replaced. In his home debut, Sanchez allowed six runs and eight hits, struck out three and walked two. He has failed to pitch at least five innings in either of his starts for Colorado.

"I got hit a lot," he said. "I was throwing strikes and they were swinging the bats."

Miguel Cairo added an RBI single in the eighth off Mike Ekstrom to make it 7-2.

Cincinnati took the lead with carbon-copy plays in consecutive innings. In the second, Chris Heisey led off with a triple and scored on Cairo's sacrifice fly. Cozart followed with a leadoff triple in the third and came home on Stubbs' sacrifice fly to give the Reds a 3-2 lead.

"The bats have picked up the past couple of days," Bruce said. "We've been doing what we need to do. Whether it's the long ball, base hits, sac flies, we've been playing really good baseball."

The Reds struck first when Brandon Phillips' single scored Stubbs from second base in the first. The Rockies answered in the bottom half when Rutledge homered.

"Latos threw the ball great," Baker said. "Other than that first-inning, two-run homer he was lights out. We got some timely hits out of guys."

Phillips left the game in the fifth inning with cramping in his left calf but said he should be fine.

"I'm all right. The knot is still there but I'll be OK," he said. "People were saying it was the altitude, the dry heat, I didn't drink enough water or something. I'm ready to play (Monday). I think I'm going to play."

NOTES: Heisey, who also doubled, has had multiple extra-base hits in four games this season. ... The Reds went 5-1 against Colorado this season. ... We are seeking an Executive Director (ED) for the Eastern Massachusetts network to maximize our impact in the community. The ED will be responsible for setting the vision and direction of the network to ensure the long-term growth, sustainability and effectiveness of our work in each community. Specifically, the ED is responsible for ensuring ANet effectively partners with districts and schools to embed data-driven performance management practices into the everyday routines at the district, school and classroom level to ultimately raise student achievement. The ED will determine the network?s strategy for engaging district, non-profit, and charter management partners and for scaling the network?s size and strength. The ED will manage a team of coaches (Directors of School Support) who work with a portfolio of 12-15 schools, reaching more than 125 teachers and 3,000 students each. The ideal candidate is motivated by having an impact on closing the achievement gap by setting vision, managing others, and building high-stakes relationships with state, district and school leadership teams as well as with influential funders within the local community. The ED will collaborate regularly with EDs and coaches across Networks, as well as with ANet?s assessment, reporting, coaching, learning and development, finance, operations and growth strategy departments. The ED reports directly to VP, Networks.

The Eastern Massachusetts Network is the founding Achievement Network, and we aspire to be the flagship Achievement Network. We are poised to make dramatic gains in student achievement with our over fifty partner schools. We serve schools across three districts and the boundaries of district, charter, pilot, and turnarounds. Given the complexity and diversity of our network, we have the opportunity to innovate and build the capacity across a network of school leaders impacting the student achievement of a diverse student population. The strength, histories, and unique needs of our partner schools require us to be on the leading edge of education reforms in the state and nation, while carrying over the research-proven approaches that we know support high performing schools. The Eastern Massachusetts Achievement Network team must stay relevant and continue to provide the change management support to school leaders. In our collaboration with schools, we ensure data-driven cultures are embedded and thriving. When I first heard about Catholic Health Services, I had no idea what the company was or the services that they provided.? I had the opportunity to have a summer internship so I decided to look into the company and what I found out was amazing.? The company is so much larger than I had thought, with many facilities offering different services. In the beginning, I didn?t think I would be able to relate this internship to my major, Communication Sciences and Disorders, but I found out that some of the facilities offer Speech Therapy! I went to visit St. Anthony?s Rehabilitation Hospital and met the head of the Speech Therapy department.? She gave me a lot of information about the service they provide.? Their work is geriatric, meaning they work with older patients.? Most of their patients have lots of speech problems due to health issues such as suffering a Stroke.? What I found very fascinating was that articulation disorders and stuttering is usually only in children.

Fluoxetine (a.k.a. Prozac) is effective as an anti-viral, study suggests

ScienceDaily (July 27, 2012) ? UCLA researchers have come across an unexpected potential use for fluoxetine -- commonly known as Prozac -- which shows promise as an antiviral agent. The discovery could provide another tool in treating human enteroviruses that sicken and kill people in the U.S. and around the world.

Human enteroviruses are members of a genus containing more than 100 distinct RNA viruses responsible for various life threatening infections, such as poliomyelitis and encephalitis. While immunization has all but eliminated the poliovirus, the archetype for the genus, no antiviral drugs currently exist for the treatment of enterovirus infections, which are often severe and potentially fatal. In view of its favorable pharmacokinetics and safety profile of fluoxetine -- which is in a class of compounds typically used in the treatment of depression, anxiety disorders and some personality disorders -- the research team found that it warrants additional study as a potential antiviral agent for enterovirus infections.

Using molecular screening, the UCLA research team from the Department of Pediatrics, the California NanoSystems Institute and the Department of Molecular and Medical Pharmacology found that fluoxetine was a potent inhibitor of coxsackievirus replication. This is one of the viruses that include polio and echovirus that is found in the gastrointestinal tract. Exposure to the virus causes other opportunistic infections and diseases.

"The discovery of unexpected antiviral activity of fluoxetine is scientifically very significant and draws our attention to previously overlooked potential targets of fluoxetine and other psychogenic drugs," said Robert Damoiseaux, scientific director of the Molecular Screening Shared Resource at the California NanoSystems Institute. "Part of our follow-up work will be the discovery of these unconventional targets for fluoxetine and other drugs of the same class and how these targets intersect with the known targets of this drug class."

Paul Krogstad, professor of pediatrics and molecular and medical pharmacology, added that understanding the mechanisms of action of fluoxetine and norfloxetine against coxsackieviruses "will add to our understanding of enterovirus replication and lead to assessment of their potential clinical utility for the future treatment of serious enterovirus infections."

The research team found that fluoxetine did not interfere with either viral entry or translation of the viral genome. Instead, fluoxetine and norfluoxetine markedly reduced the production of viral RNA and protein.

The study was published on July 2 in the journal of Antimicrobial Agents and Chemotherapy. Study authors also include Jun Zuo, Kevin K. Quinn, Steve Kye, and Paige Cooper from the Department of Pediatrics. The study was supported by grants from the Today's and Tomorrow's Children's Fund and the UCLA Department of Pediatrics Nanopediatrics Program.

Four arrested over Ivory Coast U.N. peacekeeper killings

LONDON (Reuters) - Four men have been arrested in connection with the ambush killings in Ivory Coast of seven U.N. peacekeepers on its border with Liberia, Ivory Coast President Alassane Ouattara said on Friday.

An adviser to Ouattara said the four had been arrested in Liberia and would be extradited to Ivory Coast to stand trial.

The seven United Nations peacekeepers, all from Niger, were killed on June 8 when their patrol came under fire near the town of Tai, close to the porous border, in what Ivorian authorities said was a cross-border raid.

"We have just arrested four people who perpetrated that attack and killed the seven peacekeepers," President Alassane Ouattara said during a visit to London, where he was planning to watch the Olympics opening ceremony.

He said those arrested included "the head of the operation", but gave no further information as to the identities or nationalities of the four men.

Liberian government officials said they were not immediately able to comment on Ouattara's remarks while Ivory Coast's U.N. mission, UNOCI, said it was not aware of any arrests.

A decade of north-south partition and simmering political crisis in the world's top cocoa grower ended last year with a brief but brutal civil war that erupted after former President Laurent Gbagbo refused to acknowledge defeat in 2010 polls.

Around 3,000 died before Gbagbo was captured by troops loyal to Ouattara, who were backed by French and U.N. forces. Gbagbo is in The Hague awaiting trial before the International Criminal Court accused of war crimes and crimes against humanity.

RIVAL SUPPORTERS

Chanting supporters and opponents of Ouattara gathered outside the venue where he spoke but were kept apart by police barriers.

Ouattara said a national commission of enquiry had completed an investigation on July 18 into crimes committed by the two warring factions during the conflict, but said he had not yet seen its findings.

"When the battle started you had atrocities committed, probably by both sides," he said. "But this needs an enquiry, that's why we set up the National Enquiry Commission...when I go back I will have the report."

The U.N. Security Council renewed UNOCI's mandate on Thursday, reducing its military force by one battalion, or around 700 to 1,000 soldiers, to just under 9,000 troops.

(AP) ? People around the world briefly experienced problems accessing Twitter on Thursday, a day before the 2012 Olympic Games are expected to cause a spike in use of the micro-blogging site.

About three hours after the San Francisco-based company first acknowledged the problem by saying its engineers were "currently working to resolve the issue," Twitter said in a statement that the "site issue" had been resolved.

It did not go into further detail on what caused the glitch ? the second time in just over a month that the site has been hit by problems.

Visitors to the site on Thursday had been greeted with a half-formed message saying that "Twitter is currently down." The fields where a reason for the outage and a deadline for restoring service were apparently meant to go were filled with computer code.

Sluggishness or outages were reported for more than an hour in countries in the Americas, Europe, Asia, and Africa. Some users were able to post updates through their phones or third-party applications. Tweets about the Olympic torch, which is wending its way through central London, still poured in, albeit far more slowly than earlier in the day.

Mike Lizun of Swedish performance monitoring company Apica said the outage appeared at 11:23 a.m. EDT (1523 GMT). He said Twitter was "completely down" for about 40 minutes before briefly recovering and becoming unavailable again at roughly 12:15 p.m. EDT (1615 GMT).

While the site was affected, many self-proclaimed "Twitter refugees" had flooded Facebook with complaints about Twitter. As usual following outages, "WhileTwitterWasDown" was one of the most-talked about topics on Twitter in the United States. Users cracked jokes about their regained productivity as a result of the downtime ? or going outside to get some sunshine.

Twitter said in March that it has more than 140 million active users and that the service sees 340 million Tweets a day.

It was once notorious for its down times, but has since improved its performance. Still, the sheer popularity of the site ? and its heavy use by up-to-the-second journalists ? mean that even modest outages quickly become news. In June, Twitter experienced problems that lasted about two hours. The company blamed a technical glitch.

The latest breakdown came only hours before the Olympics are expected to bring an unprecedented surge of activity by sports fans on Twitter, among other social networking sites. At the recent UEFA European Football Championship final, users fired off more than 15,000 tweets per second, setting a sports-related record for the site.

Social media users were already complaining about an earlier outage that affected Google's chatting services. The Mountain View, California-based company said Thursday morning that the majority of users were seeing error messages and unable to use its Google Talk service. The issues were resolved five hours later.

MOSCOW (AP) - Former England coach Fabio Capello signed a two-year contract on Thursday to guide Russia's national soccer team through to the 2014 World Cup in Brazil.

Capello announced the move at a news conference in which he acknowledged his inability to speak Russian but said he would work to overcome it.

He replaces Dick Advocaat, who resigned after Russia failed to make it past the group stage at the European Championship last month.

Capello had been unemployed since stepping down as England coach in February after four years in charge to protest against the country's soccer association stripping John Terry of the captaincy.

The 66-year-old Italian has won the league title with every club he has managed, including Real Madrid, AC Milan, Roma and Juventus.

The appointment comes amid turmoil in Russian soccer.

The Russian Football Union still hasn't found a replacement for chairman Sergei Fursenko, who resigned after Euro 2012.

Among other things, Capello will be charged with boosting morale after the disappointing performance at Euro 2012.

Along with a barrage of criticism from Russian soccer analysts, the Russian team also faced the ire of the media and fans who accused the players of a lack of enthusiasm and laziness.

Capello played 32 internationals for Italy as a midfielder.

9 Keys to Be a Successful Author and Entrepreneur

  1. Study Others ? In this day and age, with so many successful authors and entrepreneurs before us, we don?t need to reinvent the wheel. Find out who is successful in your industry and really study them. Who are they, what are they doing, what products do they have, how often do they communicate with their followers, what are they saying on social media, etc. Then either do the work yourself or hire someone to help you implement these action steps (but with your spin on it ? at least that?s what I do).

  3. Build Relationships ? Hang out with people who are doing what you want to do. Surround yourself with people who challenge you and inspire you to be your greatest self. As a budding entrepreneur seven years ago my mentor always told me to ?Study the Next Step? ? bet your bottom dollar I will always do that. It cuts your learning curve in half!

  5. Build Lists ? Yes, it?s about the numbers. More than the numbers ? in my opinion ? it?s about the relationship you build with your list (or better named ?followers? or ?community?). However, you want high numbers that you have a good connection with. You must have a solid list-building strategy to be successful as an online entrepreneur or as an author. If you don?t know how to make a list-building strategy, then get help from someone who does (Amber: politely raises hand).

  7. Market to Lists ? It?s up to YOU to market, not just as an entrepreneur, but especially as an author. One of the largest misconceptions is that publishers or bookstores will market your book for you. YOU need to market YOU. That?s why you need a rockin? website, a big following, and products to sell. There?s even a strategy involved in marketing to make sure you are making the very most out of your time in the spotlight.

  9. Offer Free Stuff ? If you want to sell more, or build your following, you must offer free product incentives that address your audience?s problems and help people improve their lives. Authors, I know it?s scary to consider, but give your book away for free! Yes, give it away for free but with a string attached. Ask the buyer to buy a copy and give it away to their friend. The money will come as you get more in the spotlight, but when you are starting you need to generate a lot of interest by getting your content out into the world.

  11. Create Joint Ventures ? You want to partner with people who have a big following and similar interests. You want to spend time building those relationships and when the time is right, you can invite them to sign up for your affiliate program to sell your products and programs to their list. Setting up an affiliate program is not as scary as you?d think ? you just need someone who knows about how to set them up and maximize their success (Amber: politely raises hand). A super cool thing about being an author is that your book is FULL of great content. All you need to do is create a content and product strategy based on the material you?ve already written. Repurpose it, go deeper on topics, develop the product and charge for it.

Everyone is different, so everyone needs their own unique plan of action to build their online platform, sell more books, make a profit, impact more people, etc. Imagine how easy your life would be if someone created a list-building, product development and marketing strategy *just for you.* Wouldn?t it be SO easy to just go out and follow it, and hire someone to do the things you didn?t want to do? Well guess what? It can be that easy! I make and follow a strategic plan and I?ve seen great success not just in my company, but for my clients as well. I invite you to get a plan in place!

  17. Use Bookstores and the Internet ? Authors, you must get yourself out there. Make connections with your local bookstores, take advantage of the online world. Never before have you had such an EASY opportunity to access reads all around the world. Yes, I even said EASY! All you really need is a plan ? a schedule ? and to get it done. I know you are a doer ? that?s how you were able to finish your book or start your business or create your website etc. You CAN DO this. You can be successful and get your message out to millions.

(AP) ? Syrian troops rushed dozens of tanks and reinforcements Wednesday toward Aleppo, the country's strategically vital commercial capital, in a bid to crush a rebel advance that has spread to wide swaths of the sprawling city.

As five days of fighting in Aleppo intensified, and with rumors swirling of a final showdown in that city, neighboring Turkey tightened its borders but said refugees will be allowed through.

"We are expecting a big attack on Aleppo," Mohammed Saeed, an activist based in Aleppo, told The Associated Press. "People are worried they might face random shelling while fleeing."

The rebels have made stunning advances over the past week, but the battle for control of Syria, a geographic and political linchpin at the heart of the Middle East, is far from over. And the potential for wider, regional unrest is great.

Israel's foreign minister warned that his country will act immediately if it discovers Islamic militants such as Lebanon's Hezbollah are raiding Syria's chemical or biological weapons stocks.

"For us, that's a casus belli, a red line," Avigdor Lieberman told Israel Radio.

Israeli officials have reported a run on gas masks. Demand has almost doubled in the past few days, to 4,200 requests on Tuesday from a years-old average of about 2,200, said Merav Lapidot, a spokeswoman for the Israeli postal service, which distributes the masks.

On Monday, Syria threatened to unleash its chemical and biological weapons if it faces a foreign attack.

The White House said Wednesday that the Syrian government's assault on Aleppo with tanks and fixed-wing aircraft illustrates what it called "the depth of depravity" by Assad's regime.

White House spokesman Jay Carney said the administration has seen "credible" reports about the regime's use of military hardware in Aleppo. Carney said Assad was using its forces to "perpetrate heinous violence" against the city's civilian population.

Carney also pointed to defections by two Syrian ambassadors as an indication that officials in Assad's circle are "fleeing government because of the heinous actions taken by Assad."

Still, after 17 months of fighting and a death toll that activists say has reached 19,000 people, the government remains far better armed than the rebels and willing to launch attacks from the sky, strafing neighborhoods with helicopter gunships. In Aleppo, witnesses also have reported warplanes unleashing sonic booms.

The rebels are disorganized and disparate, unable to communicate on a national level or hold territory for long. After a rebel rush on the capital, Damascus, last week ? including a brazen bombing that killed four regime insiders ? the government routed the fighters by calling in attack helicopters and heavy weapons that devastated entire neighborhoods.

Regime forces followed up the shelling with door-to-door searches in Damascus that were still going on Wednesday to flush out remaining rebel sympathizers.

The escalating bloodshed prompted two more defections by Syrian diplomats Wednesday ? the envoy to Cyprus and her husband, the former ambassador to the United Arab Emirates, according to the opposition Syrian National Council. The announcement follows the televised appearance late Tuesday by Brig. Gen. Manaf Tlass, who confirmed his defection and said Syrians must work together to build a new country.

It was his first public appearance since he left Syria earlier this month. French officials later confirmed that he was in France. Tlass is the son of a former Syrian defense minister.

Turkey's decision to seal its border to trucks Wednesday comes as fears mount that the 17-month-old crisis in Syria will spread. Syria's close ties to Iran and Hezbollah mean that the conflict has the potential to draw in the country's neighbors.

Iran's Defense Minister Ahmad Vahidi said there are no Iranian troops in Syria and that the Syrian government is capable of confronting terrorists ? the regime's term for its opponents ? the semiofficial Fars news agency reported Wednesday. Vahidi was reacting to reports that accuse Iran of deploying troops in Syria to help quell the armed uprising against Assad's government.

Turkey was a Syrian ally before the uprising began in March 2011, but Ankara is now among the harshest critics of Damascus. Turkish territory along the countries' 566-mile (911-kilometer) border is used as a staging ground for rebel fighters as well as a haven for thousands of refugees. Before the uprising began, the border was the transit point for food and construction materials that Turkey exported to the entire Middle East.

"We have serious concerns over the safety of Turkish trucks regarding their entry and return from Syria," Turkish Economy Minister Zafer Caglayan said, adding that three border crossings were in rebel hands. Syrians seeking refuge or to resupply would still be allowed in.

The battle in Aleppo is just 40 miles (60 kilometers) from the Turkish border. Aleppo is Syria's largest city, with a population of about 3 million.

On Wednesday, Saeed, the Aleppo activist, described fierce battles in neighborhoods all over the city, including some near the center.

Aleppo's historic old city at the center is a U.N. world heritage site.

"Shooting and clashes are going on nonstop," Saeed said.

There are no immediate prospects for international action in Syria or the kind of NATO air campaign that tipped the scales against Libya's Moammar Gadhafi. NATO and the U.N. have all but ruled out foreign military intervention, in part out of fears that it would only make the country's problems worse. The U.S. and its allies have shown little appetite for getting involved in another Arab nation in turmoil.

Russia, Syria's longtime ally and a veto-wielding member of the U.N. Security Council, has ensured that the kind of U.N. resolutions that allowed Western military action in Libya would not be repeated in Syria. On Wednesday, Russian Foreign Minister Sergei Lavrov criticized new European efforts to enforce an arms embargo as "unilateral sanctions" and a "blockade."

The new commander of the U.N. observer force, Lt. Gen. Babacar Gaye, and the U.N. official for peacekeeping operations, Herv? Ladsous, were in Damascus on Wednesday to assess the prospects for a U.N. peace plan that is being widely ignored.

Half of the 300-member U.N. observer force, meant to monitor the nonexistent cease-fire, has left the country.

"I think diplomats have to be optimistic and that's no joke, I think we have to hope," Ladsous told reporters. "We have to hope that the whole process gains traction, that the vicious circle of violence can cease, and that some political solution and first and foremost some political dialogue can get started."

Obama, Romney differ over guns after Colo. attack

WASHINGTON (AP) ? The politics of guns leapt to the top of the presidential race Wednesday, as President Barack Obama embraced some degree of control of weapons sales and Republican Mitt Romney seemed to suggest an alleged mass killer in Colorado had obtained his weapons illegally even though he hadn't.

Speaking to a mostly black audience in New Orleans, Obama said he would seek a consensus on combating violence. He said some responsibility also rests with parents, neighbors and teachers to ensure that young people "do not have that void inside them."

Obama's remarks came five days after the movie theater shooting in Aurora, Colo., that left 12 dead and dozens wounded. He pledged to work with lawmakers of both parties to stop violence ? not only the sudden massacres that have bedeviled the nation, but also the steady drip of urban crime that has cost many young lives.

The president called for stepped-up background checks for people who want to buy guns and restrictions to keep mentally unbalanced individuals from buying weapons. He said those steps "shouldn't be controversial, they should be common sense."

Romney, meanwhile, said many of the weapons deployed by the shooting suspect in Colorado were possessed illegally and that changing laws wouldn't prevent gun-related tragedies. His comments added a confusing layer to the debate because authorities say the firearms that James Holmes allegedly used to kill 12 people were obtained legally.

"This person shouldn't have had any kind of weapons and bombs and other devices, and it was illegal for him to have many of those things already," Romney told NBC News in an interview in London. "But he had them. And so we can sometimes hope that just changing the law will make all bad things go away. It won't."

Authorities say Holmes broke no laws when he bought an assault-style rifle, a shotgun and Glock handgun, and he passed the required background checks.

Aides to Romney said the former Massachusetts governor was alluding only to homemade bombs, reportedly used as attempted booby-traps in Holmes' apartment, when he spoke of items "illegal for him to have."

"The illegality the governor is referencing is the ordinances, the devices that were in the home," said campaign spokesman Danny Diaz. "He was not referencing the weapons carried to the theater."

In a separate interview with KRNV-TV in Nevada, Romney seemed more precise. He said Holmes "had various incendiary devices, bombs of some kind. The idea that saying those things, of course, were illegal, but he had them, simply passing laws does not make the threat of an individual who is deranged, disappear."

Romney's campaign acknowledged Wednesday that Holmes' gun purchases apparently were legal.

Aurora authorities disassembled the booby traps in the apartment, and they did not explode. It's unclear if the suspect obtained the bomb materials illegally, but it's against Colorado law to build an explosive device.

NBC News anchor Brian Williams pressed Romney about his tenure as Massachusetts governor, when the presumptive GOP nominee signed a bill that banned some assault weapons like the type Holmes is alleged to have used. At the time, Romney described such guns as "instruments of destruction with the sole purpose of hunting down and killing people."

Asked if he stood by those comments, Romney mentioned the Massachusetts ban but said he didn't think current laws needed to change.

"I don't happen to believe that America needs new gun laws. A lot of what this ... young man did was clearly against the law. But the fact that it was against the law did not prevent it from happening," Romney said.

Obama, speaking to the National Urban League, said, "We should leave no stone unturned and recognize that we have no greater mission that keeping our young people safe."

"We must also understand that when a child opens fire on other children, there's a hole in his heart that no government can fill," he said.
